New Horizons Band to perform at Oak Park Place. Dubuque's New Horizons Band, sponsored by the Northeast Iowa School of Music, will perform in two concerts this coming weekend. The New Horizons Band will perform on Saturday, October 25 at 3:00PM at Oak Park Place in Dubuque. The program will feature Halloween-themed pieces as well as a variety of marches and more.
